A.Application for parking permits under this article shall be made in writing on forms provided by the Borough Clerk, or his designee. Permits shall be granted only under the following terms and conditions:(1)To persons who are residents on said street or portion thereof upon which parking is restricted by this article, a permanent permit, valid for one year, shall be issued for every vehicle owned or principally operated by such person.(2)Two visitor permits shall be issued to each residential unit on any street or portion thereof upon which parking is restricted by this article for use only by visitors to that residential unit.(3)If a person sells his and/or her motor vehicle, he or she shall remove the sticker and present it to the Borough Clerk. If a replacement vehicle is purchased, the old sticker may be exchanged for a new one.(4)Additional visitor cards shall be obtained from the Borough Clerk and/or his designee, by filing an application from any person who resides on any said street upon which parking is so restricted. The Borough Clerk, or his designee, may issue permits to be valid for only one day and for no more than eight hours on that day upon a showing by such person that, during the hours for which any such permit is to be issued, such person's residence will be used in such a way as to be consistent with its residential character and with municipal ordinances and regulations restricting the use thereof to residential purposes and that visitors to such person's residence will not be able to park in the immediate vicinity thereof without violating the restrictions imposed by this chapter. If the Borough Clerk shall approve such application and further find that the issuance of any such requested permits will not unduly impair traffic safety during the time of their validity, then he shall issue such permits and may limit the streets or portions of streets for which they shall be valid.B.Application and permit can be obtained and filed from the Municipal Clerk's office between the hours of 9:00 a.m. and 4:30 p.m., Monday through Friday. In the event of an emergency and/or Saturday, Sunday and holidays, a special permit may be obtained from the Police Department upon proof of residence.
